Most European countries have a long history of military exercises in/on private terrain, and light tanks like the Scorpion can be fitted with rubber track pads to keep road damage minimal. Essentially, it's a known entity. Back when I wore green, we'd ride our M113 APCs - about the same weight - on the roads as a matter of course.
On a less serious note, I'd bet good money that someone who paid for his vehicle would be more safe in traffic than a 19-year-old who got two hour's sleep last Wednesday.
Also, what gas station owner wouldn't want to roll out the red carpet for a tank?
