I think California and Washington State have volunteer organizations that watch the beach for stranded cetaceans, report them, and educate the public to leave them alone, while qualified help is arriving. That's one reason this type of thing doesn't happen as much in the US.
No one thought to help the dolphin back into the water, too busy with their camera phones, no surprise after seeing a video taken of a drowning man.
The stupid phone and the ego of these idiots who just Have to get a video to post on their stupid Facebook or Instagram or whatever crap they use to get their web celecrity fix. They are willing to kill an animal for their stupid ego. Good job and I hope karma catches up with all of them.
