I think California and Washington State have volunteer organizations that watch the beach for stranded cetaceans, report them, and educate the public to leave them alone, while qualified help is arriving. That's one reason this type of thing doesn't happen as much in the US.

Not sure if it is a federal offense, but in Florida, harassing or feeding a Dolphin or Manatee in it's natural environment is a crime.

No one thought to help the dolphin back into the water, too busy with their camera phones, no surprise after seeing a video taken of a drowning man.
