It didn't happen on a Jet Blue flight, it happened in the airport. Why does she think that JetBlue is responsible and not the airport? JetBlue has zero control of what goes on while in line and airport police should have been contacted on this. Having said that, that bite looks nasty!

I'm not sure if you read a different article, but JetBlue did not accept liability. They are offering to pay her medical bills which is what good customer service does, but this does not mean they accept liability.

I don't see JetBlue lawyers allowing them to "Take Liability", Since this was in the Pre-Security counter Check-In area. It would be MCO airport authority who "Control" area, They would probably have some Liability, But the Dog Owner has 99% of it.
I'm will to guess, that the offer of payment of medical bill comes with a Liability waver that JetBlue has no Liability in the matter, and the payment is in the name of customer service.
One of the problem in alot of these is the "Time" element, How long can the Doctors/Hospital wait till they have to start doing the shots.
Her getting a lawyer, Having a lawyer writing up and getting a Judge to Order JetBlue, The MCO airport authority to review the video, follow thru dozens of camera to find the person/dog (If the Dog was on a flight), or Follow the person to how they left the Airport, and if they can Identify the car/bus/taxi-uber ... To track that all back to a person.
That all would take dozens of hours of investigations, by a number of different parities (Additional Court orders needed) that would all need to happen with in hours?? of it happening.
Bite severity aside, I don't think anyone has died from rabies from a pet in decades in this country. That's not really a concern. But a dog bite can do lasting damage and cause infection. My occasional date had his dream career ruined by a dog bite on his hand.
It is not uncommon. The last case of it happening was May 15, 2017. There were several cases in 2015.

All service animals need to be regulated. They should be required to be professionally trained, have an up to date veterinarian certification, and be certified 100% non aggressive, and the owners should be required to have the paperwork with them and show it at all times.

Those aren't worldwide stats, those are just stats for the US. Unfortunately rabies kills at least 55,000 people every year, mostly in impoverished countries:
But the chance of contracting rabies from a dog bite here in the US is minuscule, thanks to mandatory rabies vaccination of pets. It's not zero, though.
