Aw, you know some of those parents are going to be only too willing to turn this into a huge mountain, I mean how else are they going to $core? Already the guy on the video is talking about how traumatized his kid is, I'm thinking lawsuit against the school, the afterschool program directors, the school police, the city, and anybody else they can include, maybe the bus drivers and crossing guards too!

If you read your history, you will find that bad personal behavior has stayed pretty steady for the last 40,000 years or so. I mean, only a couple generations ago, we were shipping people to death camps in cattle cars, and the perpetrators didn't even have bath salts to blame. So things obviously wax and wane with time and place.
Explain it was inappropriate, he's being punished and this is why you don't take your clothes off in public.
With that being said address the childs confusion and questions.

I actually had a very traumatic childhood...and I grew up very poor and in bad neighborhoods which included several mentally ill people or drug users. "Bad stuff" on the scale of this happened more then once. The only thing that stood with me was how poorly my parents handled it (making it all about them). Besides that, it really didn't stick with me. If they had handled it with me as a priority and their own feelings off to the side, I am not even sure I would remember it.
There is a balance...and I think parents need to take a beat and remember that.
Life sentences for someone mentally ill/on drugs stripping inappropriately and some kids saw human anatomy? Give me a break. They won't be scarred for life. It's not a big deal. I'm in the minority, but I believe Life sentences should be reserved only for murder. He should be banned from teaching kids ever again. That should be the punishment. He's clearly mentally unstable and doesn't belong in charge of kids.

So you don't think a child would be traumatized if a male or female chased them while naked?

So, let's make it the feature story of the media, let's emphasize 'trauma' and 'mental scarring' so that we can justify the existence of psychologists, psychiatrists, social workers, counselors, etc. that are churned out from universities just like McDonald's hamburgers. Much of the alleged 'trauma' of children is oftentimes induced by parents or adults who have a tendency to resort to hysteria and blow things out of proportion. This particular story is a beat-up and rather typical of the popular media who just LOVE to incite fear within society. And, what a bonus for the media report ...someone actually video-taped it!
In this particular case, kids could be told as calmly as possible that the man in question appears to have had some form of unfortunate mental breakdown, leave it at that and then move on without any further comment. They might also add that 'society in general' is suffering the effects of a mental illness in the form of paranoia and strongly encourage their children to recognize this and avoid it if possible.
Children are pretty resilient and can handle many things as long as stupid adults resist from highlighting events such as this and turning it into the proverbial mountain out of a molehill.
