Your missing the point. I can afford to have someone mow my lawn, but I mow it myself. I can afford to pay a mechanic to do a handful of maintenance items but I'm not going to.
Plenty of people, especially when looking at a smaller cat or dog, look at the choice between getting the note, or paying the airline, and chose the note. And, honestly, for a smaller dog or cat, I have a hard time blaming them.

Peacocks are mean!. I had half my face ripped off by one as a child. I have a peacock phobia. You cannot have on on the plane, i will be triggered and will need my anxiety cow.
animal support status is a scam. everyone can get such a certificate for their pets online. and it's cheap. airlines should make a distinction between a dog for a blind person and an emotional support animal. Peacock? Jeez
Good for United. An individual this nutty could legitimately be considered a security risk, in addition to clearly being a flaming a-hole due to their insensitivity to fellow passenger's comfort.
Peacocks poop whenever and where ever. They also can make a helluva lot of noise if so inclined. No doubt there would be several on board who would be struggling with the urge to strangle both the bird and owner-including me.
Delta is changing that and it appears that American is close behind. They will also require a signed document saying that the ESA is trained. We just trained an ESA (the owner needs the dog, but also wanted to make sure she had a very well behaved dog rather than just a yappy lap dog). As a dog trainer, I fully support having these animals certified by a professional dog trainer. It makes me nuts to see how many people take advantage of the ADA and lie about their pets being service animals or ESAs. It's not fair to those who truly need them.
And that will stop it??!! I can make an amazing, professionally looking "signed document" right from my computer. Thanks to "HIPAA" you cannot check the validity of it.
I don't know the answer to how it can be stopped.
