Looks like the real problem was him riding ONTO the highway, not so much riding while drunk, if he had stayed off to the side, I dont think he would have been arrested.

There is no "side" to the 91 freeway that you can walk or ride on. Pedestrians of the two- or four-legged variety are not allowed anywhere near the freeway. If it was a rural kind of highway, I'm sure it would be different. The DUI arrest is funny, though. I think you can get a ticket just for walking on the freeway (which no one in their right mind would do); whether you're drunk or not shouldn't have anything to do with it, and this guy wasn't "driving."
Whew. I thought this was my ex. He was arrested for being drunk on horseback. Weaving down the street, hitting a stop sign with his head... Another time he rode right up to Gruaman's Theater on Sunset Blvd. in Hollywood.
I find it bizarre that you can be given a DUI for riding a bike or skateboard or horse for that matter.
Public intoxication? Sure....but DUI?
Heck, at that point why not give them out for people operating shoes while drunk.
Well, it's clearly about the danger presented to the public.
A ballpark figure for a horse's weight is 1200 lbs. This can vary a fair amount, but they don't come much under half a ton. That's a far greater hazard to motorists (not to mention pedestrians) than just a drunk on foot stumbling around.
