There are just so many levels of wrong with this. These kids are around six and ten. If this has happened to them, you have to wonder what else they have been through.
I dunno, man! I've got kids and I've got dogs, so.... Tough call.

Hey, no need to be "kidding." My pet bird rides shotgun while my kids have to squeeze in the back seat, sometimes with their friends. I've figured out how to fit 5 kids back there.
Some people have no business having kids. I guess these two were better off with dogs.
I don't know if they were their kids or not. I looked at several articles to try to tell, but they all say "with children" but they don't say if they were the couples kids. He is 63, she is 31. They were supposed to bring a 3rd child back with them, but none of the articles says who that child was. They seemed genuinely baffled about being in trouble, stating they just didn't have room but they tried to make it as safe as possible. One child rode on the floor about halfway through while the other stayed in the trunk. They were each sentenced to 30 days.
Unless it was 1 of those 3-row seated vehicles, when you have 2 kids and 2 dogs traveling with you, the kids should be in the middle and the dogs in the back row (trunk equivalent) or not be there at all. By this, I mean an SUV or minivan. For a truck, I would never put dogs in there since they could fall out of the truck.
Kids purposely get high off worse **** than that these days. What’s a huff or carbon monoxide or two going to do that they can’t handle?
Displace the oxygen in their lungs, so they'll nap easily on the ride...
