I think we could all agree to this. But if there is no specific dress code and we know people aren't always dressed modestly in public places should someone be thrown out for wearing clothing that shows cleavage, nips, moobs, shoulders, tummys, under bums, upper bums, underwear?
IMO, good luck making a rule about "no cleavage". Some women would have to wear turtlenecks to abide by that rule.
Now nipples...that's one of the 'bits' to me, and should be covered...but still...geez, I can look away if I don't like what I'm seeing. lol

I do realize we as a society highly sexual the female breast but I still find peoples objection to nipples (mostly women's nipples) amusing. The entire boob can be exposed as long as the nip is covered with a pasty and its ok, or tolerable, but minus the pasty and suddenly the breast becomes threatening.

In NY State, women are allowed to be topless anywhere a man can be. However, Golden Corral wouldn't count, b/c they don't allow anyone to be topless there.
However @ the beach or something or outside where men can take off their shirts, in NY, so can women. It's about equality, which I actually agree with.
From a legal standpoint, I don't know if Golden Corral was right or wrong. I do know that I wouldn't have gone with this young lady to a restaurant dressed in that outfit. I would have given a reason she and the rest of the group needed to go on without me. Never would I have embarrassed her in any way, but to be seen with her in public would be embarrassing for me.
Private business has a right to ban any customer for any reason: remember when someone in Trump administration was asked to leave the restaurant?
I saw the photo that woman posted- I think she was asked to leave because her p**** hair was showing..not a good look at the buffet restaurant .
... but most female posters here are agreeing that her outfit is not flattering... the shorts are worse than the top.
Oh well ...
