This is my thought. She had problems processing the information thrown at her as she was leaving. They should have a protocol for escorting releasee to the elevator and at minimum, pressing correct button before leaving the person.

Hospitals stay with a released person until they leave premises. I sort of get why now.

People can panic when trying to find an exit and especially when you have just been released from jail. Those govt bldgs are often hard to navigate. Maybe the woman wasnt feeling so great at that time. I think it could happen to anyone in those circumstances.
