Im trying to not to get too graphic or offensive here, but I think we all know what a floatie looks like, the opening in them is too large to be used for 'pleasure'. Im not sure what else he could be doing with these things, they are pretty basic objects(shrugs?)

I do not think that was the type of "floatie" he was stealing. There are all sorts of floats you can sit or lie on.

I do not know the mechanics of his fetish, but it would not necessarily involve the type of physical interaction you envision. A little bit of Googling reveals that the guy in the OP is not the only one who has a kinky interest in inflatables. His error was in stealing them rather than buying his own.
