I'm surprised Ms. Yeager wasn't given a field sobriety test. Apparently her friend with the pump saw nothing wrong in putting the kids on the roof -- could be they were both drinking while the pool inflated.
Certainly this is the kind of moronic behavior my alcoholic father would have found knee-slapping hilarious.
Full disclosure, here. When I was a teenager, we used to ride on truck hoods as the boys drove their trucks on the beach, going slowly. That's now illegal.
But REALLY. I'm very surprised a breeze didn't catch that inflatable pool, and send them flying off the top of her car.
It's a miracle the kids were unharmed.
Yours sounds fairly mild. We had car surfing, some boys used to ride on the roof of Blazers. I doubt any of them are sharing those teenage exploits with their own children. It was pretty stupid.

Add hanging onto cars on a bicycle, roller skates, skate board...
My teen BF had a small shepherd mix that loved riding on the bike and my moped. We'd be thrown in jail these days. Dusty used to jump on the tank wanting to go for a ride.
And consider this—
Obviously she borrowed someone air compressor to put air in the pool
Why not take it to YOUR house and inflate the pool where you would use it
VS drive the pool to someone’s home, inflate it there, and drive the INFLATED pool home using your daughters as ballast....
I blame the people at the other house as much as this woman...

Like I said, there wasn't a whole lot of clear thinking all around.
On an related note. I miss the days of riding around in the bed of a pickup truck as kids. Fun times. Can't do that in the city anymore.
