Pretty dumb! I participate in Topless Venice Beach every year. You can’t show your nipples, but you can cover them with very authentic “stick on” silicon nipples that look so much like the real thing that you’d have to stare at them in order to tell the difference. 😂

OK, so what's the problem? One female chose to sunbather without the "girls" being covered (though they are very sensitive to any, sun included, radiation). Another female, a prude, felt offended.

The USA is still conservative about nudity. With how liberal the country is going, I'm surprised it's still embarrassing nowadays.

It's always the Americans who have problems with nude sunbathing. My kids have been hanging out on topless/nude beaches in Europe and the Caribbean since they were kids.
They are all in their thirties and have no scars.
The woman lied. Her kids weren't uncomfortable, SHE was uncomfortable.
We've been to nude and optional beaches all over the world. It's NORMAL!
I have lived in Germany and it’s not uncommon to see ads for shampoo in magazines with a photo of a topless woman in a shower, America is a puritanical society in comparison.
I have no problem with women going topless on the beach. And swimming naked feels better. However...... with everyone having cell phones with cameras...... don't be surprised to have unauthorized pictures out there.
Sometimes cameras suck.
