Regarding the number of people, there are hotels that have 5000-10,000 rooms (including in Las Vegas and at Disneyworld), which would be more people than the 6600 passenger ship you mentioned. Such a hotel could have 20,000+ guests, plus staff.
I find it silly when someone says a cruise ship is a "petri dish" but thinks hotels are fine.

MGM LV has under 6000 (over 6000 if you count affiliated/adjacent properties) and it is the largest in the city, FYI.
No single property come close to 10,000.
