Doing this near an airport seems like a dumb idea at first glance.

Perhaps he ( how do we know it was a he?) was suicidal and wanted the most spectacular show of it ever!

But couldn't maneuver into position and eventual lost fuel and is a greasy splat somewhere on the ground waiting to be found

Yeah it is a very stupid move but there are plenty of stupid people out there. Pilots worried about drones, now they have to worry about fools in jetpaks.

Again, an airliner on approach is moving at roughly 300 fps. Passengers don't have forward views, so they can't see what's coming up ahead. The pilots reported the jetpacker was about '30 yards or so' from the aircraft.

From the viewpoint of any passenger, the sight of the jetpacker would have come and gone in less than a second. How could anyone possibly be expected to capture that on video?

Wouldn't necessarily have happened near the airport, approach transitions at 3000 feet can extend pretty far out from the airport itself.

I could see this being possible. Theres been lots of UFO fakers sending balloons up with lights attatched or similar in the past. Maybe someone got more original.
