I would never go that fast unless it's on a wide empty highway and even still I would not go that fast for long. Without a rollcage and helmet you can hit a pothole or rock and rollover.

The 17 year old could be an entertainer, have wealthy parents, something that he got the car. A Lexus, depending on the model and year, can get pretty low cost (I know someone who bought their son one, it was like around $8000), and receptionist can also make decent money, it is not like is a minimum wage position. Likewise, her parents could be wealthy, or assisted in buying it, etc.
Many receptionist jobs are barely above minimum wage. Interesting point about teen-age entertainers...

I thought the UK used miles per hour and not kilometers, but maybe the story was written by a reporter from a country that does use the latter. Driving 120 mph on a residential street, even a fairly wide one, does seem extreme and highly unusual, though.
