Here you go, people checking out at TJ's without carts. You put the bag on the little shelf on the side of the check stand. The cashier takes the items out of the bag, scans them, then moves the bag down to the lower shelf, and then rebags everything. I can't really tell you much more because I have only been in TJ's a handful of times in my life, but that's the way I saw it done.
