In the US it doesn't take much to be arrested for drug possession or use.
There is no word about the mother using any.
Mug shots taken at the police station never look glamours.

Simple possession is a crime that occurs when a person has a small amount of a substance on their person or available for their own use.
If an individual is caught with possession of illegal drugs or controlled substances, they can face jail time.
Under federal law, simple possession is a misdemeanor offense that can lead to a prison term of a year or less for a first offense; however, for subsequent offenses, felony charges and additional years of jail time may apply.

It seems that the father spent just two months there, so it was a first offense and small amount for personal use.
This doesn't make him a person with "drugs issues"

Im not sure how I feel about DCF taking away kids from mothers/fathers. It’s sad but in some situations necessary. I knew of a girl who was doing drugs and had her 3 month old taken away. I felt terrible for her but difficult to understand how you could think of doing drugs with a 3 month old baby. And if dcf was even involved in the first place and tracking the person/child it’s pretty clear things were bad.
