This is really weird:

The hunt for a 6-year-old Texas boy at the center of an Amber Alert issued over the weekend continued Tuesday, days after his family boarded an international flight without him, police said. She flew to Istanbul with her six children and new husband, though Noel was not listed as a passenger on the flight.

The boy has multiple disabilities, including severe development disorder, social disorder, physical disabilities, and a chronic lung disease that requires treatment and oxygen at times, according to police.

The boy's family left the U.S. on a Turkish Airways flight without him, two days before the Amber Alert was issued, police said. Police has reasons to believe that the family has traveled back to India...

"The mother is not willing to cooperate with investigators to help us to simply assure that the child is safe, and we are desperately seeking the public’s help," police said.
There have been prior investigations into Rodriguez-Singh, adding that she has an "extensive criminal history involving alcohol-related offenses."

He is not with his father who he had never met Noel because he was deported before his birth.

Noel was not enrolled in any school and was living in a one room shed with the other 8 family members.

Where she abandoned her disabled son? Is he still alive?
The boy hasn't been seen since November 2022.

The Amber Alert has been replaced with an Endangered Missing Persons alert.

Search for missing Everman 6-year-old is now moving toward a criminal investigation, police chief says.
Homeland Security and the FBI have been brought in to the investigation.

It seems unbelievable that this little one is still alive. I would guess a mixture of medical neglect and abuse caused his death.

So sad.

I suspect an international arrest warrant for the parents is only a matter of time.

Sounds like they dumped him like an unwanted puppy, went on vacation, then tried to cover the tracks.

It looks like he was neglected his whole life. Never enrolled to school, probably abused by his mother for being disabled.
She has 10 kids, took 6 with her to India, left 3 with grandparents (where?) and abandoned the sick one.
If she is not US citizen, i am not sure about the international warrant. It's probably easy to disappear in a huge India. In some remote village or so. Who knows.
Her new husband is Indian. Her ex husband was deported to Mexico.
Complicated matters...

CPI contacted police and said they had spoken with several family members, who said they hadn’t seen Noel since November. Investigators ruled out the possibility of Noel being with other known family members.

They also said they tracked down his father, who said he didn’t have Noel. He told investigators he had never met Noel because he was deported before his birth. Police said Homeland Security records backed up the father’s comments.

So, if the child is not with family members...
I fear the worst.

BTW:
It sounds like another CPS negligence.
They didn't check on that child since November?
Mother had criminal record.
All lived in a small town where pretty much everyone knows everyone, even if they don't talk or are friendly.
No one noticed anything??
If she was living as a single mother (after her husband was deported) with so many kids - she was getting some welfare help, no?

Is there an extradition treaty with India—if that is where they wound up?

I am amazed that she was able to get travel visa and passports (do you need passport or just ID for an overseas trip like this) in just 24 hrs from time the police came to check on Noel and she lied and said he was with his father in Mexico
That was March 20 and she flew out of DFW on 3/23–
That is FAST—
Plus imagine how much it cost for those tickets—
This woman was living on poverty line apparently—yet had enough money or credit line to fly 2 adults, 3 children and 2 infants to India—
Just shows what motivation to stay out of jail can do for you

The investigation began on March 20, when police were notified by Child Protective Investigations (CPI), who had gotten an anonymous report that the boy hadn’t been seen since November 2022.

He was reportedly living with his biological mother, 37-year-old Cindy Rodriguez-Singh, and stepfather off Wisteria Drive in Everman, along with six siblings: 5-month-old twins, a 7-year-old, an 8-year-old, a 9-year-old, and an 11-year-old.

When officers met with Rodriguez-Singh, police said she told them Noel had been living with his biological father since November.

A few days later, CPI contacted police and said they had spoken with several family members, who said they hadn’t seen Noel since November. Investigators ruled out the possibility of Noel being with other known family members.

Kid is dead, they will likely need a body before they can extradite her. Missing kid won't be enough, dead kid will.
