Well, it's obvious you haven't read much about the engineering of bicycles, because Jobst Brandt, Jan Heine, and John Forester - along with David Gordon Wilson - are some of the most prominent people in that field. Anyone who's read up on the subject will be quite familiar with their work.

I just ordered a Specialized Turbo Vado 5.0 SL EQ and I'm picking it up this Saturday. I think it meets the needs of the OP very well.

1. SL = Super Light (33 lbs) compared to the Juiced Scorpion at 100lbs. So, very easy to take upstairs out of the elements.
2. The battery is small, which keeps the weight down, but it is integrated into the frame. So, no worries about the elements getting in.
3. Comes with hydraulic brakes.
4. 12 speeds.
5. Splash guards
6. Bike rack in the back.
7. 28mph top speed limit

The only caveat is that it is considered an active/fitness bike. Marketing materials calls it 2x you. Meaning it doubles your output. I test rode one last weekend. The power is smooth. No jolts and no throttle. Just you turned into a super cyclist

Here is a link to the 4.0 which is $1000 cheaper. The only difference is some components are cheaper. You only get 10 speeds and no stem tube Futureshock or carbon fork. Gets great reviews all around. People like it's portability. You may frown at the price though.

Holy crap. For $3750 I could buy a Mercian Vincitore with the fancy lugs and a Nuovo Record gruppo and have money left over for a couple pair of shorts!

I'm sure you can buy a lot of things for $3750. lol Like an aluminum ebike that weights 33lbs, a used car, a trip to an island, a fancy watch, a whole summer wardrobe, etc.

Point is, there are a million bikes, a lot fewer e-bikes, and even fewer e-bikes that only weight 33lbs, is weather proof (shouldn't all bikes be weather proof?), and has a 28mph limit.
