Of course not, but the elementary school she was wanting the child to transfer to is probably irrelevant. Since the child is probably in high school now.

MOST students speak little or NO English at skaggs. Teachers spend far too much time on forign students. There is no Christmass, No Presidents Day, No Halloween, No American Holidays of any kind allowed because it might make some non-English speaking person feel bad????? Forign Holidays are fine and encuraged. Check it out for yourself, go there and LOOK.
Skaggs seems horrible. At Southlake you're kid could probably blend in better and not deal with the realities of life at large.

I have oodles of kids with friends in PISD elementary and their schools both celebrate the 50 or so nationalities at their schools AND celebrate traditionally American holidays. So it sounds like, if you're accurate, there's a problem with the school administration.

Have you contacted your board members to complain? Gone to a school board meeting and spoken during the public comments section?

there are two different kinds of LEP--

SOME parents/students have to include that designation because they were not native English speakers--
like Chinese or Indian immigrants with fairly fluent English have to make that initialy designation because they were not born in US and did grow up speaking another language--maybe two or three--
and their children might also have been in that situations althought their English could be very strong when they come to US schools--

and there are students whose parents speak/read no other language with fluency beside their native one--whether it is Spanish, Russian, Mandarin or Farsi--and maybe not with great deal of ability even then--because they are uneducated in their native language--as much as they are ignorant of English--and their children have that same weakness..

so there can be wide swath of language fluency when the LEP numbers are considered
some schools will try to HEIGHTEN those numbers because there can be additional funding through Federal grants for schools with larger numbers--even if the true need might be relative small compared to other schools with same %
