I am a real estate appraiser who lives in Rowlett. We built our house in 1993. I would estimate that the home has appreciated around 30% since we built it. But it's probably worth $10-15,000 less than it was just 4 or 5 years ago. I have a good friend who lives in Firewheel Estates in Garland, who built a lovely custom home there in 2002. He has told me that his home is now worth maybe $10,000 less than he paid 9 years ago, but at least $20,000 less than it was worth in 2007. BTW, he is also a real estate appraiser.

I know someone who purchased a foreclosed home in Buffalo Creek, one of the more exclusive areas of Heath/Rockwall. He paid $400,000 which is almost $200,000 less than the original owner paid for it new a few years before.

Very few areas in all of DFW have escaped from declining home values, including Firewheel, Rowlett, and Rockwall. But Rowlett is no worse than the other two.

From what I've seen and heard, Rowlett does seem like a nice and upcoming area.
