I'm disabled and on a fixed income and since I have moved into this apartment, they have increased my rent twice due to "inflation", while my income has remained the same, most likely because the govt. has kept interest rates so low to keep inflation in check. (though I thought that a minimum of about 4% each year was pretty much guaranteed) Are there any laws or regulations governing this? Is there any recourse for having the inflation increases match the government's and is there any avenue to enforce it? I have very little wiggle room to work with.

Unfortunately, no. Apartment managers are free to set their rents to whatever the market will bear. As the local housing market (for buying) has left many would-be buyers on the sidelines, the rental market has gotten tighter, thus driving up demand for rental units. There is no correlation between what the government decides is annual inflation and the % increase a landlord can demand due to market rates rising.

What you can do is write/ call your elected representatives (Senators & Reps) to bring more awareness regarding the standard of living of those on fixed government incomes.

you can try to get on govt rent program where your rent is fixed or subsidized but with recent govt budget slashing those programs are being reduced vs increased to serve more people
