Does Dallas have a city code on outdoor fireplaces. I'm thinking about building one but I can't find any information on whether or not their are specs that must be met.

Any help would be appreciated.

Yes they do have requirements.

Here is the page to the Dallas Building Department list of codes they use for compliance Welcome to the City of Dallas, Texas - Building Inspection. The fireplace itself would need to follow the requirements of the 2006 International Residential Code which you can view for free here Free Resources. Select the "International Codes" category and the 2006 IRC. That Dallas page will provide their local specific changes to that code. The IRC will provide all of the construction criteria for the fireplace itself.

Also you should read page 46 of the Dallas Fire Code changes as they require a 10' setback from combustible construction. That does mean 10' from your home. This is becoming a more used requirement in this, as well as other, areas.

Don't forget that Dallas will require a proper permit be obtained from them for the new fireplace.

Just got a Deficient from inspector on the chimney of an outdoor fireplace/patio grill: chimney is not properly elevated above roof line (should be 3 feet above any portions of the roof surface within 10 feet). It's not going to hurt the sale of this property, it has historical architectural value and everything has been fireproofed. But just wanted you to know, yes the city has codes and it's enforced with new construction.
