Because Plano is almost entirely built out. There is very little space to build a new home unless you knock down an old one.

Not completely. There are still some spots here and there. For example, Toll Brothers is rolling out a new development at Custer/Park this year, as well as their own phase of Avignon Windhaven.

There's enough land for, oh, another 10-15 years at the building rate of the past few years, which is probably how the Zoning Commission wants it. You want to have at least the possibility of buying a new build in-town in order to attract new corporate HQs.

There could be quite a bit more activity then there is, except for....

Yep. The Plano market's tilted to selling completely loaded houses, rather than banged-out KB specials. Volume builders can't make enough on each house to justify the high land price and smaller scale of laying out a Plano development.

If any old-timers here remember the days of the Japanese auto import quotas, it's a similar thing. You young'uns might not believe it, but Honda and Toyota were once viewed as POS cars, similar to today's Kia. Once the quotas kicked in, they could no longer increase profits on volume, so they stopped selling the cheap cars and instead shipped fully-loaded higher-end models, to make more money on each car. (Going off-topic, but the unintended consequence was that Japanese cars became artifically rare and sought-after, and their reputation soared. )
