Not sure if it matters, but living in the Dallas city limits and car has rust on it, will it make it a headache w/ the inspection process?

Silly question, but your answer is no, rust will not prevent a vehicle from passing inspection.

Not so fast there. If you have a few spots of rust on the body, then no, it won't be a problem. However, if you have rust on the body, you may very likely have rust on the exhaust, and if it has eaten a hole in it, you will need to get it fixed. Or, if the rust is a safety issue, like the underpan of the car being rusted through, or anything that may adversely affect vehicle operation.

If it doesn't have a safety concern or exhaust problem, you'll be just fine.

Only if the exhaust has a hole in the system caused by rust. That being said, half of the "safety" inspectors out there are clueless & never check those things.
