You have some serious issues going on and need a structural Engineer.

BTW, that's not a Rat Gap it's a designed weep hole.

I lived in home built by meritage home. There are always issues with any homes. Nothing significant to blame the builder. I would not hesitate to buy Meritage home in the future.

The pictures sabre006 posted certainly qualify as significant. That house has some severe structural issues to cause that kind of damage.
