We're in town this week looking for a place to live and in many different parts of the city. It seems that we've run into closed lanes in streets due to what looks like utility or curb construction at least once on each of our outings. This seems like a lot that kind of activity going on at the same time. Is that normal in Dallas?

It is now and will be for a long time. However once you become familiar with Dallas you will learn that there are many alternate ways to get around.
