No surprises there. Surprised it's even considered "news".

Just saw this on my Facebook page and I don't understand why it's considered "astounding". Of course there's a correlation between growing up in poverty and ending up in prison, is that news? It's not just a Dallas thing.

My question is that if its safe to live in other Dallas zip codes that share borders with alleged "criminal incubators"?

Poverty is surely correlated with incarceration rates, but the base factor is inherited IQ level. Sorry, but that's the cold hard fact. That's no reason not to use government resources to help these people, but let's not tiptoe around the problem by pretending poverty is the root cause.

"Safe" is a relative term. No one can answer that question with any authority whatsoever. It just depends.

Right. The sadder thing, to me, is the relatively few college-ready graduates that these high schools produce. Is there no way to help these kids get out of the poverty trap? Not everyone that is poor is low IQ, but if they aren't given the tools to succeed, or they have no positive role models in their life, that makes it really tough.

First thing would be to stop concentrating low income housing in certain areas of the County/State. To the extent they do get housing assistance, it should be spread out on a per capita basis all over the State. You need a housing assistance? Well Dallas County is full, but Denton County and Wise County have vouchers. Additionally, these kids should be allowed to transfer to ANY school district their parents wish, and transportation provided. The solution is not so appealing now for many not in their shoes, I'm sure.

The heart of the problem: reading level/ability

From K-4th grade, you learn to read. 4th grade and up, you must read to learn. If you can not read by 4th grade, you have a hard road ahead:
