I met a woman who lives in Plano's Allen ISD area but she is sending her children to Plano schools by using some one else's address. Why people didnt report her?

How do you know people haven't?

This happens at every school. Even schools you might consider terrible.

Because many people like to mind their own business... You don't know whose address she used. Maybe her child spends a lot of time at a grandparent's house and that's the address used.

Or she rents a cheap apartment in Plano like some parents do.

Or the childs primary caregiver lives in the other district. There are many reasons that are allowed in just about all districts.

If a district really suspects something is up they do have investigators that do visible inspections. I've known them to ask to see the childs room and take note of any items in the house that say "susie lives here" like pictures and such.

I know a family who did the same and had to pay fine and student was sent back to Frisco. There was some court activity as well, worst thing was that it was a high schooler so she felt humiliated.

Could be wrong, but I can't think of any residential parts of Plano in Allen ISD.

There IS a small chunk of Allen legitimately feeding to PISD. Those people would pay taxes to Allen, yet attend Plano schools.

Very strange...I am curious as to why they are doing this? I could understand this if they lived in South Oak cliff, but Allen schools, while not being Plano good, are not TERRIBLE...as far as I know

I assume you mean if they are in the city of Allen but part of PISD, that they would pay taxes to both. That is the city property taxes are paid to Allen, which provides City services and the school property tax is paid to PISD.

As you know the property tax bill is typically made up of a portion for the city, the county and the ISD.

So the property taxes split naturally since often in Tx a city might have more than one ISD or an ISD might be in two or more counties so the tax to each is identified to align with services each provides the home owner.

I understand this is what you meant but thought it worth clarifying some for this thread not your post
