I understand that some places may see them as an eyesore, but they do serve a purpose - to lower power bills that, from what I'm hearing, are approaching the cost of apartment rentals.

No, window units are not allowed in my area. They are also not that energy efficient (you have a window open and the seal is broken so even if you put stuff around the unit to insulate it it is still not as energy efficient as having it securely closed). If you have an older a/c unit, even 7 years old, there are now more efficient units out there. Old appliances also suck up alot of energy. Spending a little money and getting newer more energy efficient appliances (fridge, washer, dryer, dishwasher, etc) you can save money. Making sure your home is insulated well. We have our windows tinted by a company that does 3M film and it really helps. Don't shut your a/c off during the day and then come in at night and expect it to cool off. All this does is overwork your unit and your house never gets comfortable. Instead get a programmable thermostat and have the temp a little higher during the day if no one is home. Ceiling fans are GREAT as they help circulate air. Check the ductwork in the house, it may have some holes or not be securely in place. Make sure the vents in the house are adequate and placed in the best area. Change out your air filters often. If you have a large 1 story or a 2 story home have the house zoned (one unit for the lower level and another for the second level). If there is a spare room that you do not use close the vent off and shut the door.

Yes, our electric bills are high here during the summer. I got my most current in the mail this week. IT WENT DOWN!!! YIPPIEEEEEEEEEEEEE!!!!!! Almost in half too, so now it is only $404. But that is for a large 2 story home.

regarding electric bills and how high they are, does the electric company have what we call a "level pay plan" here in CA? Where they take your electric bills over several months and average it out so you pretty much are paying the same amount each month of the year instead of exhorbitant amounts in the summer?

Yes, most of the electric companies offer average billing.
