That bill looks about right. $50 deposit is what it is, a deposit which you will get back once you terminate service. The base rate is the the amount of water used from up to 1500 gallons. Then the next rate is the amount after using 1500 gallons, and so on... Waste Services is the garbage and recycling fees. Some towns, the Water bill also includes garbage too. The Drainage bill is pretty low, which is good. That's the fee for the sewers. In McKinney, you're drainage bill is also reflected on the amount of water used by a certain percentage, so the higher the water used, the higher the drainage cost will be.

$50 Water desposit - They charged you an initial one time deposit

$9.33 Water Base rate 1-1500
$36.83 Water 1501-15000@2.97 - These 2 should be your water charges - looks like about $47 in water. Basic rate a lower amount and higher rates the more you use.

$20.79 SW base rate 1-1500
$18.02 SW over 1500@2.12 - Could these 2 be your sewer charges ? - Based on how much water you use.

$15.02 Waste Services - Trash service
$3.00 Drainage - Misc. Fee.
...
My best guesses.

We're in Dallas in an 1800sqft house and pay around 100 a month, so that looks about right for your first month.

Current Charges
Water Charges $30.94
Sewer Charges $46.54
Sanitation Charges $21.92
Storm Water Charges $7.77
Total Current Charges $107.17
Total Amount Due $107.17

That seems about right. I also live in West Allen, 3,500 sq. foot home. My bill was $111 this month because I turned up the sprinklers. It had been about 95 the two months before.

Seems about right. Next month's bill should be in the $90-$110 range depending upon your usage & if you're watering a new lawn.
