They are just a small local builder. I've never heard anything bad or seen any major problems with their homes.
As far as builders go, you are OK.

And Naima is right... Quantum bought the lot in 1998, Current owners closed in 1999.

About the roof... It just needs to meet the HOA requirements (Hackberry and Las Colinas) and that should be reflected on the Resale Certificates if it is out of compliance.
HOA's can be tougher than the city.

Is a builder obliged to inform a subsequent potential buyer about any issues a property might have had in the past?

That's interesting about BBB ratings - I had known that their accreditation is purchased. Didn't know their ratings were unreliable too!

Irving on a slab before and had no issues, so not trying to set off alarms. Just the soil in the area has caused lots of foundation companies to become quite wealthy.

A builder is not held to the same standards as Realtors where we have to disclose everything we know about the home unfortunately. However, the good ones, and especially small ones like Quantum will likely speak to you about your home. You have nothing to lose by making that phone call and ask the questions you have.

The BBB close the complaints and treat it as "resolved" when they attempt to reach a party to the complait and can't get a response"
