If your vehicle is registered in a county that does emissions, than you have to have it inspected in that county. You can't for example have a vehicle registered in Dallas County and drive it to Midland and have it inspected since they only do safety inspections. The Midland Inspectors will tell you to take it back to Dallas.


Now with that said, you can take a vehicle registered in Midland and have it inspected in Dallas. You will be required to take the emission test and past it though where otherwise you would not have to do in Midland.

Sorry. As grownups we all have to do things that we don't want to. Car registered in Collin County will need to be inspected in Collin County,
