new home owner, I do notice some neighbor puts new mulch into his garden and someone told me in Dallas, the best time to plant trees is in winter not spring. I have no experience, any advises?

Yes... Fall is best then winter. But both are better than spring or summer.
They have a better chance of survival. The heat of the summer can be brutal on new plants.
Just an FYI - There are better trees for North TX than Maples.

Whatever you plant be sure and water very well throughout the first two summers
so they can get their roots established. (But don't over water)
Usually a good thorough soaking by hand 1-2 times a week is good in the summer. Don't rely on a sprinkler system.

Fall and winter are best.....japenese maples are not the best trees here unless in a moist well protected dense shade area-or northern type maples-Check out Neil Sperry's facebook page he has a whole section about trees-there is one maple that does do well here is a Fire Dragon Shantung Maple...
