My husband and I are thinking of moving to Frisco area and we want to really downsize for awhile to pay off some bills. So we're looking at a rent house, townhouse or apartment for less than $1000 a month. We have 3 small children so definitely need a 2 bedroom and preferably 2 bath as well. Am I crazy to think we can find something in an okay/somewhat nice area near Frisco (within 30 mins of Frisco is fine) under $1,000 a month? I found a few things online in our price range but not sure if they're in okay areas..

Most landlords have occupancy restrictions which allow no more than 2 people per bedroom (defined as a room with a door, closet and window), so trying to cram a family of 5 into a 2 bedroom may be a problem.

I didn't think children counted on most applications, but I'm not 100% sure.

This is about all I could find in Frisco in your price range. Almost any area in Frisco is going to be pretty safe.

If you really want under $1000 per month, come to McKinney. Think east side of town, not the greatest location, but remember you get what you pay for.

Children do count in occupancy limits.

I called a few places and apparently under 24 months old does not count most places. Our youngest is 6 mons so a 2 bedroom will work for awhile. Thanks for the info bencronin04

Not really in practice. The Fair Housing Act was amended in 1988 to include include prohibition of discrimination based on familial status - meaning, children under 18 and expected children. While occupancy limits technically DO count children, HUD takes other factors into consideration, such as the age of the child and size of the bedroom, and liberally considers a minimum occupancy +1 rule to prevail in this kind of a dispute.
