The food court in/under the Renaissance Tower is open to the public during lunch on weekdays. I work downtown and eat there all the time. Might be a bit further than the west end options though.

There is an El Fenix Mexican restaurant within three blocks, just to the north of the Aquarium. It's good, simple Mexican if that is your thing. The West End restaurants tend to be a bit overpriced.
