Just some advice, we call them "electrical sockets" or "outlets" here, not "electricity ports". I have never heard anyone call them electricity ports, and some will probably have no idea what you are referring to if you say that.

Going a little deeper -- the General Contractor's Electrical Sub-Contractor (a specialty Sub-Contractor with their own State of Texas Trade License) is usually obligated to provide a temporary electrical service and metering for the site.

This does a couple of things beyond just keeping the bills correct -- Construction Site Electricity is not just a City Code issue (which means it would permitted and inspected), it is also an OSHA issue, as Ground Faults and other safety standards must be maintained for that service and the cords connected to it. This keeps the workers safe. Which brings us to the Big One.

There is also a Liability issue -- if some worker were to get shocked or killed from using YOUR "neighborly thing to do" electricity outlets -- YOU could get sued, as chances are Very High that a General Contractor who is acting like this much a Dirt Bag does not carry Worker's Compensation for his crew.

Really -- the guy sounds like a Dirt Bag, may not have proper licenses or permits, and if you continue to see out-of-line behavior -- perhaps you should consider reporting them to your local Building Inspectors.

just as foot note -- I deal in this, as I am a Texas Master and Electrical Contractor.

Back in December a crew was putting up lights on my neighbors house. I get a knock on the door. "Can we use your outlet?" Two guys are standing there and one is holding a small microwave. "I think we tripped your neighbors outlet and we just want to heat up some lunch."

Sure, why not...

I sent a text to my neighbor about her outdoor outlet being tripped so she could reset it.

those guys w/the microwave could have started a fire in the electrical system--
they were stupid to have done that and likely no electricians--so hope your neighbor didn't have other problems as well
personally i would have not allowed them to plug that into my circuit--could have done the same thing--
