An HOA may have a restriction on adding a window unit to a garage, or may require approval to do so.

I get what you are saying. There are many clueless people out there, and when a lot of people live in close proximity, there should be rules.

If I lived in an neighborhood where houses are squeezed up against each other, and people used their garages for stuff, instead of cars, I wouldn't like it, but I would never move there in the first place.

My son build a house in a new neighborhood, but he had to move, so now it is a rental. Most of the homes have one car garages, and I doubt if anyone uses the garage to park their car. As a result, there are cars, trucks, boats, and trailers parked in driveways and streets. As a person who has always put their cars away in the garage, I hate it. The HOA is very vigilant about stuff like pressure washing the house and mulching the flower beds, but totally missed the boat on the big picture.

If I ever move to an HOA community, you better believe that I will understand the restrictions before I buy in. My biggest problem is that I am very picky about how thing should be, and I would most likely not trust that the HOA would have better judgment that I do. I would most likely need to get on the board and control things.

You could always buy a wall mounted AC unit, though, those can be expensive, >$1000. If its a more permanent solution, then, the wall AC unit is viable. If its just to do projects, I suggest a few vortex or box fans to get the air circulating and cracking the garage open. Circulating air will make even >100 deg air bearable. Of course, you get you could always close the garage and assuming garage is attached, then open the interior door and you'll have cooled air coming in.

I don't live in HOA, but I can't imagine they can say what you can do inside of of the house, only outside of it.
