It's mainly used for events now. Not sure about just going up when there isn't an event going on, I doubt it though.

I think in a city with as many tall buidings downtown, that it's criminal that there aren't more top-floor options that aren't private clubs. Five Sixty in the Reunion Tower and SER Steakhouse at the Hilton Anatole are the only ones I can think of. It would be cool if they made part of the top floor of the Sheraton in downtown into a bar/restaurant, but I'm sure they make plenty of $$ with that as event space, too.

Several of those private clubs aren't quite so private-

Crescent club is on the 17th floor of the Crescent Rosewood. It's 'members only' but there are always public $80 4 course dinners for 2 available through travel sites.
Same goes for the 26th floor La Cima Club in Irving and the 48th floor Tower Club in downtown Dallas.
