Looking to buy a home in the M Street area of Dallas. Is there any city code or conservation district provision that prohibits building an unattached garage with an apartment above? Thanks.

You would need a permit from the city to start. Lot lines have allowable distance from buildings. Make sure your garage would fit before going any further. Check that the lot is not zoned single-family. Not sure about historic district overlay.

As far as I know conservation district doesn't care but the city does - an apartment is not permitted. However you can get away with it pretty easily ... call it a "studio" ... no kitchen in the plans etc.

Yes, city of Dallas is going to ensure the property is not multi family in single family zoning. When our detached garage with "nanny's quarter's" was built, this meant we had a choice. Either no shower in the bath or no stove in the kitchenette. We chose the latter to be in compliance.
