That's going to be very expensive. Look on Angieslist for well-regarded plumbers. Get 3 estimates.

Why would you want to? It seems like any benefit is going to be outweighed by the ridiculous cost.

Just put in a tankless and you won't need to worry about it leaking or bursting.

Doing something like that means you will have to bring the water heater in the garage up to whatever current code is--some garages might not have the space to do that--
Might not be possible physically to do that===

It may be cheaper and easier to just have a plumber unhook your attic heater and drain it. Then, install a new one in the garage or look into a tankless if you're going to be in your house long term.

If your house is very big, you might have distribution problems on getting hot water to all the faucets.

Having the water heater in the attic sometime helps you get hot water fast on the first floor based on my experience. I understand why people are nervous about it in terms of water damage due to leak. Just make sure you replace the water heater on time in a proactive fashion. Our original one came with the house in 2003 and I replaced it last year although it was working fine.

Also, as an added safety you can put a water detector on the pan. They are cheap and you can get them on Amazon. They make a loud noise if they come in contact with water.
