Garland, Rowlett, Rockwall. I'd look around Garland first and then expand your search. Richardson is going to be more expensive. In Plano, you'll be paying a premium for the schools, which you aren't using. Plano schools are among the best in Dallas, so why pay for a "10" school, when you can pay for a "7" school?

Nothing new-ish in Plano or Richardson will be in OP's budget. Why not Wylie or Sachse, where they are still building mid to lower end new homes?

He is kidding. The distance and commute time questions have been answered so many times that you'd think new people will have an idea by now - but people still ask the same question. Sorry, there is no cheap new house with big lots with best schools in the city center or near the job centers.
