There is just a lot of traffic all over Dallas. There are 7 million+ people living in DFW now. Downtown is not particularly bad, traffic-wise. It's walkable and amenities are improving every month as more businesses catering to residents open. It's also quite safe if you just have some basic street sense.

That said, I'd still point you towards Uptown or the parts of downtown/Uptown closest to Klyde Warren Park as those areas seem to check the boxes you're seeking. Post, Gables, and AMLI are major landlords here with a lot of properties. If your budget is higher, you could look at The Ashton or rent from an owner in a condo building.

Uptown Dallas, Downtown Dallas, Oak Lawn, Downtown Ft. Worth.

You will have to commute....Grand Prairie is about 1/2 way between the two....but I don't think any of the things you request are any where in GP or in the immideiate areas around it.

Downtown Las Colinas might offer some alternative as well.

I moved from Atlanta to DFW. Any of the options TeamLynn mentions above would meet your needs and probably your commute time. There is a large influx of people in the DFW area, but traffic really isn't bad. There are pockets here and there but it's nothing like Atlanta. This is minor league stuff in comparison. They actually build highways here instead of just slapping more lanes on the existing ones.

Uptown if you value nightlife. Downtown is primarily a business district that shuts down after work. Deep ellum is another option depending in tastes.
