A couple in Texas got divorced. The guy was a deadbeat, his wife paid all the bills, including buying the car he drove.

She divorced the sorry SOB, but in order to avoid paying him alimony, she had to take on all his consumer debt. She also "sold" him the car. He got a loan from a bank to buy the car.

Her bank was paid off and sent the title to his bank.

But his bank was in the midst of some kind of takeover by a larger bank...and they lost all the paperwork. They don't have the title or any record of the loan. They've been trying to get in touch with him (he's not making payments) but the deadbeat has gone to ground. Nobody knows where he is. At this point, we think the bank has just swallowed the debt.

But he's still driving the car and racking up NTTA fees on the tollways. He hasn't registered the car in his name, so the ex-wife is getting all the bills...and they're going to collection.

NTTA says they're obligated by law to bill the legally registered owner...which is still the woman, despite the fact that she's sent in the form notifying the state of the vehicle transfer...twice (several months ago).

I'm wondering if the ex-wife can't request a new title of the title in her name from the DMV--since she's the only person who is identified as the owner with the DMV and nobody else has paperwork to support the claim--and then file an auto theft report with the police.

She's used that one. The DMV acknowledges was received months ago.

The information she just got from a supervisor at the DMV: "The NTTA are bullies. Take the form to the service center and be sure to see a supervisor."

They also told her to go online and explicitly deactivate the license plate.
