In short: my sister-in-law's boyfriend collects SSDI/SSI for schizophrenia. Needless to say, money is extremely tight. He wants to put in an application for disabled housing w/the DHA because the wait list is supposedly shorter than the usual two years, and because senior/disabled are the only people currently allowed to apply for any housing programs here in Dallas. However, he was recently told by somebody who (supposedly) used to work w/DHA that his disability doesn't count because it's not a physical disability. I can understand that if that's the case - I assumed disabled housing would be more for people w/wheelchairs and whatnot for better access - but if the government has labeled him disabled and he collects a check for this, is it legal for him to be turned away from a program for disabled Dallasites because he's not disabled enough?

Disability = disability. It does not matter if a person is mentally disabled or physical disabled. If he collects a Social Security Disability check, then the FEDERAL GOVERNMENT has classified him disaabled. He should be eligible for public housing!

Tell him to contact the Social Security office for help and advice.

He is being discriminated against!
