It's not really the "uppity snob" place....it's definitely more what we called a B&T (bridge & tunnel) crowd when I lived in NYC. Aka- suburb-dwellers who come "into town" on Saturday nights and still think Ghostbar is cool... Which it was in Summer 2006.

This.

B&T is a great description of the type of people who go there. You know a place is at least two years past its prime when you hear mom's in Plano talking about how fun it was there last weekend.

It's the old Chaparral Club - this building also had Ports O' Call restaurant above the Chaparral many years ago:

A lot of interesting nostalgia here: Tiki Central Forums - Topic: Ports O' Call, Dallas, TX (restaurant)
The ballrooms at the very top of the tower are accessible most of the time, with a pretty good view. I wandered around there when it was the Adam's Mark and had no trouble taking the stairs to the old observation deck.

It's not at the tippity-top, but it's up there.

I don't really see what's wrong with keeping people out of private businesses who don't have proper appointments and business to do in those locations.
I don't have a problem with private businesses not letting me wander around in their buildings, that is completely understandable.
My "problem" is that there is no such place accessible to general public and tourists, that's all...
I thought I was just missing to find one, but it looks like there just isn't one in Dallas, which is a shame. A person can easily get bored by all this flat land )

Thanks for all your answers folks!
