Aren't all libraries free or at one time where paid libraries as well? And if paid libraries no longer exist in Delaware, why is the adjective free still needed in front of the word library?

Way back when (colonial times) many/most libraries were subscription libraries. https://en.wikipedia.org/wiki/Subscription_library
As to why it's called a free library instead of a public library like most others, who knows, tradition maybe?

School districts on Long Island, NY are called Union Free School district #____. I can assure you they are anything but free, and especially union free.
