I would suggest a question to the builder might be appropriate in this case. I am guessing that you are asking in advance of signing a contract, so you understand all costs, which is smart. Any and all costs must be part of the contract. It is my understanding that there may be some costs that are considered part of the deal in a new development but they must be disclosed to you before you sign the contract. Good Luck.

If you are asking about charges that apply to the actual development only, then nuts is right. You need to ask the builder's rep and have them put it all in writing. Make sure they include any HOA fees as well as one time payments to a capital improvement fund. If it is a HOA community, make sure to read the bylaws before you sign the contract.

While not specifically associated with settlement costs, if it is a new build in a new community ask the builder about any additional charges to expect on your yearly tax bill. When I was looking at a new community the builder estimated the taxes for school and county taxes. However, they did not mention until I asked about any additional charges that there would be an additional yearly tax assessment for that specific development that covers the infer structure costs of water, sewer, utilities lines to the development.
