The places nearest to the Maryland border are where I'd be looking into.

So, around York/Harrisburg for PA, and Middletown for Delaware.

I wish I could give you some advice on this but I don't live in either of the places you're interested in. ( I do live in PA, though, but in a county that's closer to western NJ than Maryland.) You might try also posting your question in the Pennsylvania forum - Harrisburg area. Good luck!

The beauty of Delaware is that it's an agricultural State, mostly farm land, beautiful beaches, quick access to the Atlantic Ocean and Delaware Bay. If you're looking for "urban/modern/more to do" Delaware is not for your. Delaware is approximately 96 miles long and between 9-35 miles wide at the widest point.

definitely Pennsylvania will have more options -- there is barely 1 million people in the entire State of Delaware

-- there are more people just in the City of Philadelphia

The point being that population brings activities, stores, restaurants, etc

I knew the York/Harrisburg area very well some years back. At that time, I would have told you Middletown DE as it is now would be my choice, but it's not a reliable recommendation because of the time gone by.
