If I were to rent a single family house from the homeowner and the house is located in a "Covenant Controlled", would I have to get permission from the HoA to rent there?

Depends upon the HOA Covenants that apply to this property.

If they specify "no renters without HOA approval", then the answer is you need their approval.

If they don't specify that houses must be owner occupied, then the homeowner is free to rent or lease their property to you without the involvement of the HOA.

I don't think it would be you that would need to seek permission. It would be up to the homeowner to approach the HOA.

For some reason I thought you couldn't do that, force another home owner to live in their own home. No?
